close to consolidating country's PSCAP action plan
* Programme will cost
Ethiopia 450 million USD

The Public Sector Capacity
Building Programme (PSCAP) action plan, which has been labored over by technical
teams for several months now, is expected to consolidate programme documents at
the end of this month.
The goal of the programme is to
implement PSCAP to help in poverty reduction efforts. The development objectives
of the national progrmme is to build capacity for improved public service
delivery at the federal, regional and local levels through implementing civil
service reform, deepening district-level decentralization, reinvigorating the
justice sector, strengthening tax administration, improving urban management and
establishing improved information and communication capacity.
According to sources in the
Ministry of Capacity Building (MoCB), consolidation of action plans, which have
been prepared by the technical teams of the nine regional states and the Addis
Ababa and Dire Dawa City Administrations, will be carried out with in the
framework of guidelines initially distributed to the technical teams.
The PSCAP, which once Tefera
Walwa, Minister of MoCB, said was development-oriented and expected to bring
effective development in Ethiopia within the coming 20 to 30, years was financed
by the Ethiopian Government, the World Bank and other donors.
PSCAP is designated to launch
six sub-programmes which will cost a total of 450 million USD, out of which the
World Bank had pledged to contribute 100 million USD following an agreement
expected to be signed at the end of this month, it was learnt.
All regions presented their
action plans at the beginning of September. The presidents of the regions have
been promoting the PSCAP in their respective regions as heads the of steering
technical committees.
The consolidated action plan is
expected to provide a clear direction and understanding of what needs to be
done in order to achieve overall development goals and objectives, constitute
the basis for deciding how to reach defined objectives, resolve issues of
prioritizing and sequencing the order in which things should be done, focus
limited resources on action that will be of the utmost importance in terms of
overall benefits, act as a guide for making decisions, provide a coherent guide
for day-to-day operation, constitute a basis for accountabilities regarding what
needs to be done, provide a basis for measuring progress and progress reviews,
and for budgeting.
According to the Ministry, a
total of 1.5 billion USD is needed for the execution of the country's capacity
building programme.
