ICT in Dire Dawa
Introduction
Information and Communications Technologies (ICTs) offer a novel and effective
tool to help advance sustainable human development. ICT is a new significant
factor that can propel performance and growth of the region.
ICT can be a powerful tool for development, both because of ICT's inherent characteristics and the mounting empirical evidence that suggests it can in fact contribute a great deal to development goals. It can do so at both the micro and national level by increasing the effectiveness and reach of development interventions, enhancing good governance and lowering the costs of service delivery.
ICT is known to provide an opportunity to foster vital development goals such as poverty reduction, basic health care and education, etc. But it also promotes good governance by facilitating interaction between the Government and the population, thereby creating the conditions for enhancing transparency, increasing accountability and improving the efficiency and effectiveness of public-sector delivery.
The Ethiopian Government recognizes that in the newly emerging economic order, the basis for national prosperity is information and communications technologies (ICT), and that Ethiopia cannot afford to be left behind in its development.
In this regard the Ministry of Capacity Building (MCB) has proposed each regions to prepare an action plan in order to strengthening and developing institutions, establishing effective and efficient working practices and developing human resources at large.
Accordingly, Dire Dawa Administrative Council prepares this five-year action plan in order to capture the potential of these technologies and to utilize them for sustainable development and the fight against poverty.
The action plan presents detail proposals regarding development, management and utilization of ICT resources at Dire Dawa region. These plan are based on an analysis of governments’ institutions current information infrastructure and the potential for the application of information And communications technology to enhance the overall efficiency and effectiveness of the organizations.
In order to assess the current ICT situation at the region, the team designed questionnaire to obtain basic information such as number of hard wares, software’s, total no of employee, availability of network, computer skill & information flow of governmental organizations. About - institutions heads/adm & finance heads wore contacted & interviewed. The questionnaires were finalized with in put from interviwers.The questionnaire is annexed in this document .
Based on the assessment, ICT situation at the region especially in governmental organizations are as follows.
Among - civil servants found in the region only - % are computer literate, of which 90% are limited to basic computer courses /MS-DOS, MS-Window, Ms-word, Ms-Excel & Ms- Access/. There is a serious shortage of manpower in system analysis, Internet and other advanced computer application courses.
The main reason for such shortage may be
Ø Absence of short term, long term & on job training.
Ø In applicability of ICT related activities.
Ø Existence of inefficient civil service.

It is observed that on an average there are about -New computers and limited
number of application software in each organization Almost all computers in many
institutions utilited simply as typewriter. for typing purpose.
Only- organization with the commection of 3 computers use local area network (LAN).
Organizations have internet access, However, its service is limited to simple communication purpose mainly E-mail by few employees.
The survey found that in many organizations means of communications are written documents, by fax machine & through telephone.
The assessment attempted to address the present ICT situation at
the governmental institutions found in the region. Results indicate that the use
of ICT is at a very low level and thus performance & public service of
government institutions across the region is inefficient.
v Shortage of ICT literate manpower/worker.
v Under utilitation of computer resource.
v Shortage of computers and sector specific software.
v Due to lack of smooth flow of information there is co-ordination and cooperation problem, among various departments with in an organization and between related organizations.
v Data & information resource in support of economic and social development are limited and are not systematically organized for ease of accessibility.
v Service delivery in many organizations are based on long and time consuming method i.e poor service delivery.
