Capacity Building Key to National Development More than ever, Ethiopia's national development plans are geared towards augmenting the capacity of various sectors. Capacity building strategies have been designed to maximize human and institutional resources potentials of the country.

Human resource development takes center-stage in the national capacity-building program. Currently there is an intensified effort to develop Vocational and Technical Training in order to meet the needs for basic skilled manpower in various fields; particularly in agriculture and small-scale industries. The number of higher learning institutions is gradually expanding to various areas of the country, which is key to the productivity and development of government and private institutions.
